Mr. John B. Massey
Director of the Counter-Insider Threat Hub

Mr. Massey is a graduate of the Air War College and has served as the Director of the Department of the Air Force Counter-Insider Threat Hub since March 2022. With over 15 years of experience in operations, national security, intelligence, and digital leadership, Mr. Massey has served in several leadership and management positions over the course of his government career and has a track record for building and leading dynamic and cohesive teams that deliver results, exceed expectations, and enhance national security.
Prior to his arrival at the Department of Air Force, Mr. Massey spent nearly a dozen years at the Defense Counterintelligence & Security Agency (DCSA). Beginning his career there as an Industrial Security Specialist, he quickly advanced through the organization’s ranks, leading DCSA’s Operations Analysis Group and serving as a Field Office Chief, Director of Operations, and Director of Enterprise Security. In the latter roles, Mr. Massey led and managed Critical Technology Protection by setting priorities and providing guidance for field personnel, overseeing the DCSA Facility Clearance Branch, Quality Assurance Office, and Operations Center, and managing the strategic development of new and emerging mission sets.
As a member of the Defense Senior Leader Development Program, Mr. Massey obtained a Master’s Degree in National Security and Strategic Studies from the Air War College (2020). Upon completion, Mr. Massey joined the Secretary of the Air Force Concepts, Development, and Management office as part of a six-month joint-duty assignment. In that assignment, Mr. Massey served as the Director of Artificial Intelligence (AI) and Technology Acceleration and developed two strategies for the organization focused on upskilling the organization’s workforce with respect to AI and Machine Learning and providing the organization with a toolset to rapidly develop and acquire cutting-edge technologies. While on this rotation, Mr. Massey participated in the inaugural Joint AI Center “Drive AI” pilot, where his project was selected as the top potential project for real-world exploration by the pilot’s leadership.
During his civilian career, Mr. Massey has supported the Department of Defense, Department of Justice, Office of Personnel Management, and Department of State. He has a known track record for building partnerships with key stakeholders, working across Government, Industry, and Academia, leveraging new technological capabilities, modernizing business processes, developing strategies, and identifying and resolving systemic enterprise vulnerabilities. He played a pivotal role in the Washington Navy Yard Task Force, standup of the Defense Insider Threat Management and Analysis Center, and Personnel Security and Vetting reforms and has a proven ability to lead people and change through leadership, management, and organizational expertise in multiple disciplines. He also has Master of Science and Bachelor of Science degrees in Criminal Justice from Radford University and a Graduate Certificate in Public Administration from the University of Virginia.
